Developed through extensive consultation with over 200 global experts, this framework equips governments with actionable strategies to integrate circular economy principles into procurement practices—impacting decisions across the entire lifecycle of buildings, from planning and design to construction and deconstruction. Public procurement, which can influence up to 30% of GDP in many countries, offers a powerful mechanism for driving sustainable construction. By aligning procurement policies with international frameworks like the Paris Agreement and the Buildings Breakthrough it will empower governments to lead by example and accelerate the transition to low-carbon, resilient buildings.
