Strategic Public Procurement Manual and Guidelines (Costa Rica)

Costa Rica published strategic public procurement manual and guidelines. 
The inclusion of sustainability criteria within public procurement is one of the main challenges for public administration entities in Latin America and the world. 
 
To address this issue, Costa Rica’s Strategic public procurement manual was published in December 2024. It seeks to guide the analysis and decision making for responsible procurement. It is complemented by three thematic guidelines on environmental, social and innovation criteria as well as a toolbox that contains a criteria catalogue for 14 products and services and a matrix for the evaluation of sustainability criteria in bids.
 
These documents have been published by the Ministry of Finance of Costa Rica, with the support of the EcoAdvance project implemented by the German Cooperation – GIZ, United Nations Environment Programme – UNEP and Öko Institute, funded by the German International Climate Initiative – IKI and the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).
