The fight against climate change in Madagascar, which manifests through a series of socio-economic and environmental impacts, is closely tied to the challenges of sustainable development. Key sectors such as energy, land use planning, water and agriculture management, forests, biodiversity, and infrastructure stand at the intersection of climate vulnerability and opportunities for transformation towards sustainable consumption and production models.

In this context, the National Adaptation Plan (PNA) serves as a strategic lever to catalyze this transition. By integrating resilient, resource-efficient, and low-carbon approaches, it offers concrete responses that promote sustainability through sector-specific actions.
The National Adaptation Plan is structured around three main strategic pillars:
  • Strategic Axis 1: Strengthen governance and integration of adaptation;
  • Strategic Axis 2: Implement a priority sectoral action program;
  • Strategic Axis 3: Finance climate change adaptation.
The priority sectors addressed—such as Agriculture, Livestock, Fisheries...are among those whose current practices have a significant environmental impact, and which can be redesigned to become drivers of sustainability.
Accordingly, the PNA presents programs and activities that fully integrate the principles of Sustainable Consumption and Production (SCP), including:
  • The development of fisheries value chains based on sustainable management of aquatic resources;
  • The promotion of low-methane emission rice farming;
  • The implementation of Integrated Water Resources Management;
  • The acceleration of reforestation and the enhancement of ecosystem services.
In this sense, the Plan goes beyond merely responding to climate vulnerabilities— it also contributes to driving a transition toward a resilient, equitable, and sustainable economy.
