Green Public Procurement
The aim of the GPP Policy is to provide a list of environmental-friendly goods/services that can be used in realizing the green procurement that support efficient use of natural resources and preservation of environmental functions to ensure the implementation of sustainable development. The development of the environmental-friendly label system and Green Public Procurement has been initiated by Law No. 32 of 2009 concerning Protection and Management of the Environment, particularly Article 43 paragraph (3) letter a, which mandates Green Public Procurement, and letter g concerning the environmental-friendly label system. This is align with the international agenda of sustainable development goals through sustainable consumption and production patterns. The Ministry of Environment and Forestry has compiled a Ministerial Regulation on Procedures for the Application of the Environmental-griendly Labels for the Green Public Procurement (GPP), and it has been stipulated as Minister of Environment and Forestry Regulation Number 5 of 2019 concerning Procedures for Implementing Environmentally Friendly Labels for the Green Public Procurement (GPP). Criteria for Environmental-friendly Labels that are applied to products include: (1) Based on energy use; (2) Made from raw materials or based on natural resources, and (3) Made from recycled materials. Therefore, in the attachment to Minister of Environment and Forestry Regulation Number 5 of 2019, there are 6 (six) environmental-friendly products, such as photocopy paper with SNI Ecolabel Criteria, file folders made from recycled plastic, wood furniture with SVLK certified, 2 (two) waste processing technology products medical facilities for health care facilities, and energy-efficient Air Conditioning devices. These six products have been included in the reference list for the environmental-friendly products as stipulated in the attachment to Minister of Environment and Forestry Regulation Number 5 of 2019.
