The Decree MECIE (Mise en Compatibilité des Investissements avec l’Environnement) aims primarily to ensure that development and investment projects are compatible with environmental protection.

It requires project developers to assess and manage their environmental and social impacts before implementation. This is done through Environmental and Social Impact Assessments (ESIA), which help identify, prevent, and mitigate the negative effects of projects on the environment and local populations.

It serves as a key environmental regulatory tool, contributing to a balance between economic growth and environmental preservation in the country.
The Decree MECIE plays a crucial role in the shift to Sustainable Consumption and Production (SCP) by regulating the environmental and social impacts of investment projects related to the production of goods and services.
 
By requiring a prior Environmental Impact Assessment, it helps anticipate the negative effects of economic activities on ecosystems and local communities.
It also mandates the development and implementation of an Environmental and Social Management Plan, ensuring that mitigation and compensation measures are integrated from the outset of projects.
 
Through regular monitoring of environmental commitments, the decree ensures compliance with standards and allows for corrective actions if necessary.
Finally, by enforcing sanctions, including the withdrawal of environmental permits and the cessation of non-compliant activities, it effectively limits socio-ecological impacts and promotes a more environmentally and socially responsible production model.
